Crush the fennel seeds and keep them aside. Mix wheat flour, sugar, water and crushed fennel seeds in a bowl and prepare a paste.
Take a non-stick pan, keep it on medium flame and spread ghee on it. In this heated pan, pour the wheat flour paste and spread it to form a circular shape.
Once it turns golden brown in color, flip the side and heat it again. Transfer your poora on an absorbing paper and serve hot.
